Color Coding of Goals -- Not Correct?

Maybe it's just me, but it seems as though the color coding is off for speaking goals.  Here are three members from the same club (Today TMs):

CL               75 days ago         Achieve Competent Communicator                   8 speeches, 11 days/speech

DS, DTM       138 days ago       Achieve Competent Communicator                   7 speeches, 12 days/speech

KS, CC         47 days ago         Achieve Advanced Communicator Bronze           7 speeches, 12 days/speech

The top two are "red-lighted," and the bottom one is "green-lighted."  The only major difference I see is that the top two are both working on CCs (a first and an additional), while the last is working on an AC.  How is the color-coding system supposed to work?  What are the parameters for it?

The lights are relative to the original plan - they are not absolute - so they indicate a certain percentage behind the plan WHEN TO GOAL WAS ORINGALLY SET.
