The Distinguished Club Program (DCP) in Pathways
The Distinguished Club Program and Club Success Plan is the annual program – from July 1st through June 30th – following the Clubs, Areas, Divisions, Districts, etc. progression in their education achievements. It is Toastmasters barometer to measure the health of the different entities composing Toastmasters organization.

Club Leadership
Being a club officer is an essential role as you learn while helping others to learn. It’s a wonderful opportunity to extend yourself as a leader. To learn more about the roles and responsibilities have a look at the Club Leadership Handbook.
Moments of Truth
Each Toastmasters club has as its mission to provide a mutually supportive and positive learning environment so that each member can have the opportunity to develop communication and leadership skills. Whether the club has existed for more than 30 years or a club that is being set up there is great value in having a dedicated period of time to do a self-evaluation. This is what we call Toastmasters International - Moments of Truth!
Toastmasters Promise

Toastmasters Without Borders Discussion Forum
"Guests must attend a minimum of 2 meetings before application for membership shall be accepted" (Exec Meeting 1 Sep 2016).
"A quorum shall be achieved with the voting by 51% of active members at time of voting. An inactive member is defined, for the purposes of voting, to be a member who has not attended a general Toastmasters Without Borders meeting for 60 calendar days or more" (Exec Meeting 1 Sep 2016). |

Club Elections |
Nomination
Any current paid member of the club is eligible to run for office, and members may run for more than one office. Offices to be filled are President, Vice President Education, Vice President Membership, Vice President Public Relations, Secretary, Treasurer (or Secretary-Treasurer), and Sergeant at Arms.
All positions should be filled if possible. However, a club must have a minimum of three officers: the President, a Vice President, and the Secretary or Secretary-Treasurer, and each of these offices must be held by a different person.

Election
Clubs that meet less frequently than weekly must elect officers annually. Annual terms of office must run from July 1 through June 30. Hold elections at the first meeting in May.
Club Presidents elected for a term of one year may not be re-elected for a successive term.

When your club has elected new officers, the current president or secretary should submit their names and contact information to World Headquarters online through Club Central.
If your club is not able to submit its officer list online, you can complete and submit the Club and Officer Information Form. Submit one copy to your club for its records and one copy to World Headquarters via email or fax at +1 303-799-7753 .
Deadlines for all submission types are 30 June for annual elections.

General President Resources |
President
The President is the chief executive officer for the club. The role involves general supervision and operation of the club.
The President presides at Club meetings, and directs the club in meeting the members' needs for educational growth and leadership. In cooperation with the rest of the officers, the President establishes long-term and short-term goals for the club.
Important dates include:
- Every meeting - call meetings to order; conduct business meetings.
- Monthly - ensure all officers completing duties.
- As appropriate - contact visitors, long-absent members.
- July - officers complete annual "Club Success Plan" to achieve Distinguished Club Program.
- Arrange for club to conduct video speech contest prior to 31 March due date.
- Month of September - ensure dues collected from all club members and Semiannual Membership Report submitted to World Headquarters by 1 October.
- Month of March - ensure dues collected from all club members and Semiannual Membership Report submitted to World Headquarters by 1 April.
- May - appoint club officer nomination committee (3 members with the IPP as the chair) two weeks before the club officer election.
- May-June - hold club officer elections and ensure club officer report submitted to World Headquarters by 30 June.
- If Treasurer changes - appoint a committee of three members (excluding the treasurer) to audit the clubs finances.

General VPE Resources |
Vice President Education (VPE)
VPE is a very important role in the club, you are responsible for making sure that club member's educational needs are met. As VPE you are the club’s chief scheduler and the primary expert on education awards, speech contests, and the mentor program.

Base Camp Manager duties
In each club the VPE will serve as the Base Camp manager, with support from the Club President and Secretary.
The VPE is responsible for conducting several tasks in Base Camp to ensure Members are fully supported on their Pathways journey.
The document by Toastmasters available here will walk you through each of the main tasks.
- When a Member completes a level, a Base Camp Manager – VPE, President or Secretary – needs to approve it. Then a Member can proceed to the next level. Note the email notification about level completion, is sent to the email address of the Club, not to the personal email address of the Base Camp Managers.
Member speeches
Members can conducted speeches outside of the club, such as at another club and have it recorded in easySpeak as completed (for their path) - Recording an External Speech in easySpeak

You are the club’s number one recruiter. You manage the process of bringing in guests and converting those guests into members.

Vice President Public Relations (VPPR)
You are the club’s link to the outside world, the person in charge of notifying the public about the club’s existence. The VPPR is in charge of publicising the club’s activities both internally to members and externally to various audiences through media outlets, such as Facebook, Twitter, Instagram, etc.

Club Officers’ List Submission to Toastmasters International
It is very important for the club’s operation to submit the new club officers’ list to Toastmasters International by the deadline, 30 June - this is done through Club Central.

General Treasurer Resources |
Treasurer
The Treasurer is responsible for club financial policies, procedures, and controls. The club Treasurer receives and disburses, with the approval of this club, all club funds; pays to Toastmasters International all financial obligations of this club as they come due, and keeps an accurate account of all transactions.

Dues and Renewals
Renewals take place every 6 months from 15 August to 30 September and 15 February to 31 March. These are submitted in Club Central by 1 October and 1 April.

The SAA is responsible for club hospitality. You arrive early to open the meeting, and stay late to close the meeting and upload the meeting recording.
